It is a Borage, also known as a starflower and is an annual herb in the flowering plant family Boraginaceae. Native to the Mediterranean region, but also seems to like the UK climate. It seems to like that flower bed, as this is the second year of flowering after putting it in with a handful of a variety of seeds planted together a couple years ago.
